The linked Handbook aims to provide municipalities, as well as all stakeholders, with information and guidance required to foster and support the refugee integration process. It is developed by the Bulgarian Red Cross. It reinforces and is based on the legal framework developed in support of integration. The Handbook is designed to elaborate and suggest practical measures to bridge and act as a liaison between fundamental principles and practical realities. It puts forward concepts concerning the implementation of legal provisions based on local and international good practices applied over the years. It also emphasizes the importance of employing through flexibles and innovative approaches. The Ordinance leaves it to the discretion of municipalities whether to participate in the integration support processes or not, thus imposing no obligations on them. Each municipality will need to assess the degree of its moral responsibility and its readiness to accept 5, 10, 20 or more refugees and to recognize the actual benefits that diversity brings to society.
